He is charged with selling counterfeit Thai visas to Russians, according to the head of the Thai Immigration Police, Major General Surakhat Hakparn, known by the nickname “Big Joke”.
According to the police, Kulushin was a consul at the Honorary Consulate of the Kingdom of Thailand in Vladivostok from 2011 to 2014 a year. He was suspended from work after the Ministry of Foreign Affairs of Thailand made complaints about his abusive behavior in 2014. The Thai Immigration Service found violations in visas issued in Vladivostok during the period when Kulyushin worked there. He was later relieved of his post in the 2016 year.
Although his right to use the official consular stamp was withdrawn, Kulushin continued his activities. Since last year, 60-year-old Kulushin advertised on the now-defunct thaicovlad.com website that he could issue Thai visas and print documents for 5400 rubles (roughly 2800 baht). The police said that this year he sold more 100 visas, which is at least 300 thousand baht.
Currently, Vitaly Kulushin, a detainee in Thailand, is accused of forging international documents, fraud and violating cybercrime legislation.
